VOLUNTEER POLICIES + GUIDELINES

We are thrilled to have volunteers (including board members and interns) who are ready to engage with our refugee and immigrant neighbors working to pursue their individual goals on the path to self-sufficiency. Each person plays an important role in this work, both in increasing the capacity of the organization and in positively impacting our clients’ lives by aiding their long-term integration.

However, even the best of intentions can inadvertently cause misunderstanding, confusion, or even harm. We want to ensure that all relationships between staff, AmeriCorps members, contractors, volunteers, and clients are professional, healthy, and safe for everyone involved. Therefore, it is imperative that everyone working in any capacity with ReEstablish Richmond understand and abide by the following policies and guidelines.

Federal Law Enforcement Interaction Processes & Policies:

With increased reports of federal immigration enforcement across our area, it is ReEstablish Richmond’s priority to protect the safety, rights, and privacy of ReR clients, staff, volunteers, and partners while complying with the law. The following procedures and guidelines apply to any interaction with federal law enforcement (e.g., ICE, DHS, FBI) at ReR sites, classes, meetings, or in the field, but are not direct legal advice

ReEstablish Richmond does not require certification of status as a prerequisite of receiving services and do not provide any legal services or legal counsel. We ask volunteers to continue to maintain healthy boundaries and adhere to all ReEstablish Richmond policies and guidelines while volunteering with the organization (We encourage you to review our Risk Management + Waivers Policy). ReEstablish Richmond Emergency Number: 1-855-387-5423 (all volunteers should save this number in their phone but should only be used in the case of emergencies related to federal law enforcement. All other volunteer needs should go to Will Cumbia- 804-937-3566) 

Guiding Principles 

  • Safety first; remain calm and respectful. 

  • Minimize collection and disclosure of client information. 

  • Centralize communication and documentation. 

  • Do not obstruct lawful duties, but do not waive rights. 

  • Volunteers are not to act as intermediaries between ReR clients and federal agents. Volunteers should not interact with federal agents. 

  • Do not interfere unnecessarily- We understand that you may want to protect the client at all possible, but unnecessarily doing so can put yourself, the organization, and potentially the client at risk.  

Filming: While we recognize that filming interactions with ICE is legally permitted and can be an important tool for accountability, ReEstablish Richmond does not ask or require volunteers to film these interactions. Any decision to film is entirely at the volunteer’s personal discretion. If a volunteer chooses to do so, existing liability waivers apply. Below are guidelines should you choose to do so: 

If there is an emergency situation, ReR staff will reach out to the emergency contact that we have on file and update them on the situation.
